The four levels of an account: what gets decided at each one

In short: a Google Ads account has four levels — account, campaign, ad group and keyword or ad — and every setting lives at one specific level. Budget and targeting belong to the campaign; relevance is decided in the ad group. Most beginner mistakes are settings placed at the wrong level.

A Google Ads account is organised as a four-level tree. This is not an administrative detail: every setting lives at a specific level, and most beginner mistakes come from looking for a decision at the wrong level (or from believing something can be decided where it cannot).

What are the four levels of a Google Ads account?

ACCOUNT         → billing, access, conversions, shared lists
 └─ CAMPAIGN    → budget, goal, networks, locations, language, bidding
     └─ AD GROUP → one theme: keywords + the ads that go with them
         ├─ KEYWORDS (or audiences, or products)
         └─ ADS

Level 1 · The account

It is the container for everything. This is where the things that affect all campaigns live: the payment method and billing, who has access, conversion measurement (which actions count as success), shared lists (negatives, audiences, site exclusions) and the tracking settings. If a conversion is defined wrongly, it is wrong for the whole account: that is why measurement is the mother lever.

Level 2 · The campaign

This is where money and reach are decided: the daily budget, the goal and the bidding strategy, which networks you run on (Search, Display, partners...), which locations and languages, the schedule and the device adjustments. Practical rule: one campaign = one budget + one goal. If two things need different budgets or chase different goals, they are two campaigns.

Level 3 · The ad group

It is the unit of relevance: a set of keywords that share an intent, with the ads written for them. Everything inside a group shares the same ads, so the group answers one question: "do these searches deserve the same ad?" If the answer is no, they are two groups.

Level 4 · Keywords and ads

Keywords (in Search) say when to appear; ads say what to show. In other campaign types the "keywords" are replaced by audiences (Display), feed products (Shopping) or signals (PMax), but the logic is the same: a trigger criterion and a message.

Memorise the table and you will save yourself 80% of the hunting around the interface.

How do you structure an account? A real example

A clinic with three services (implants, orthodontics, whitening) and two cities could be organised like this:

Notice the logic: campaigns are split by whatever has a different budget and location; ad groups, by whatever deserves a different ad. There is no "General" campaign with everything inside it: that is the most common mistake, and the most expensive, because it makes it impossible to decide how much money goes to each service.
