📗 This is the user manual for the Suite for ChatGPT Ads, the tool in the Ninja Scripts panel. Here you can search it, listen to it, highlight it and save it to favourites. It is updated with every release of the tool.
This is the section most people skip and the one that moves the most money: where your ads are shown. ChatGPT Ads does not work like Google Ads here, and it is worth knowing exactly what you can and cannot do before building a campaign.
Everything below is measured against their API, not copied from their documentation: their help publishes neither the available levels nor the list of countries.
The three levels that exist

A campaign can mix them: a country plus a list of postal codes. And there is a fourth level their API recognises internally but whose name it does not reveal, so the panel cannot offer it.
There is no «city» level. In Google Ads you are used to targeting cities; here it does not exist. The way to aim at a city is through its postal codes.
And two measured details for Spain: its «region» level is the 19 autonomous communities and cities (the 17 communities plus Ceuta and Melilla), not the 50 provinces — for a province you have to use its postal codes, which is what the panel's «add the group» button does. And not every country has regions: a few only accept country and postal code.
And the four things you CANNOT do
This is what really changes how an account is built:
1 · There are no exclusions. You only say where you DO want to show. There is no «all of Spain except the Canary Islands»: either you add the regions you want, or you add the whole country and take everything with it. In Google Ads exclusions are half the geographic work; here they are absent.
2 · Targeting belongs to the CAMPAIGN, never to the ad group. Two groups in the same campaign serve in exactly the same place. If you need two areas with different budgets, you need two campaigns (🧬 Clone copies one with everything else identical).
3 · There are no location bid adjustments. You cannot bid 20 % more in Madrid. Same as with devices: if an area deserves a different bid, split it into another campaign.
4 · 🚩 Their reports only break down by COUNTRY. This is the most important one and the least expected: you can target 1,542 postal codes and there is no way to know which of them works for you. Not by region either. Their API only offers the country breakdown, and only for impressions.
The practical consequence: very fine targeting is a blind bet. If you are going down to postal codes, let it be because your business requires it (you have a shop, or you can only serve that area), not to «optimise by area» — that cannot be measured here.
Which countries you can advertise in
91 countries. If you try to use another one, their API rejects the whole campaign:

China, Russia and most of sub-Saharan Africa are not on the list, among others. Their API only publishes it when it rejects something, so it can change without notice: the panel will tell you if a location stops being allowed.
How to change it from the panel
In 🏗️ Campaigns → ⚙️ Settings → the campaign → 🌍 Where it runs.
The first thing you see is the truth in one line: not «Spain», but «1,542 postal codes · Spain» if that is what it has. Below, grouped by level, with their names.
And under «✏️ Change where it runs», four operations:

Each button is a complete operation, not a form that saves a list: the panel reads what the campaign has at that moment in OpenAI, adds or subtracts what you asked for and writes the result. So if someone touched the campaign in Ads Manager while you were looking at the screen, nothing is lost.
Before writing, the panel validates the whole list against their API without creating anything: if a location is going to be rejected, you are told before the campaign is touched.
A campaign is never left with no locations. With none it would serve worldwide, so the panel will not let you remove the last one: either you leave one, or you pause the campaign.
Why the panel cannot offer you anywhere in the world
To tell their API where to serve you must send an internal identifier for each location (a number of theirs). The name or the country code will not do. And it publishes no listing: there is no way to ask it «which regions does France have?».
The panel solves that with its own catalogue, filled in two ways: with the locations already used by the campaigns we read, and with a sweep that asks their API — without creating anything — which identifiers exist and what they are called.
The screen always tells you how many countries, regions and postal codes the catalogue has. If an area is missing, tell us: we add it.
⚠️ Pitfall: the area is inherited when cloning
🧬 Clone copies the original campaign's locations as they are. That is the right behaviour — you want the same area with a different objective — but it is worth knowing: if you clone a campaign with 1,542 postal codes, the copy is born with all 1,542.
Worth checking once
- Open ⚙️ Settings and read the «Where it runs» column for all your campaigns. That is where the surprises show up: a campaign targeted far more finely (or far more broadly) than you thought.
- If a campaign has postal codes, ask yourself whether it really needs them. Remember you will not be able to measure which ones work.
- If you want to test two areas and compare them, do not put them in the same campaign: clone it and leave one area in each. Then the per-campaign report tells you which performs, which is the only way to know here.
